If you think about it, he's played a blinder there...... If you place Burman in India as your starting point, then just about any of the other supposedly interested parties (Oman, Ireland, USA, Uruguay, Israel/London) is to the west of that point, so could be referred to as 'a western consortium'. May be some of them met up in the hotel and it's actually 'a Western super consortium'.
