LightwaterRoyal I live in Spain (Alicante). All South Americans over here (there are a lot) get called negro, the few I know from Uruguay are white and even they call black people Negro, nobody gets offended.
That partly why Suarez believed he had done nothing wrong, because its perfectly acceptable in South America to refer to black people as Negro.
However if you were to say Negro to an African person you would be deemed a racist.

LightwaterRoyal Yes, the white South Americans (Uruguay, Argentina, Chile) call the black ones (Colombia, Ecuador, Venezuela) Negro. And all the black South Americans call each other Negro.
Negro translates as black but also Nigger, yet nobody seems to get upset and its perfectly normal.
Even Spanish people don't seem too bothered by racism, in college we take electricity and the teacher told me to hit the switch as it doesn't matter if I get electrocuted as I am English. I laughed, but did think that If he had said that in an English school to a black person he probably wouldn't have a job.
Again that's why Luis Suarez really didn't think he had done anything wrong. We are all a bit too touchy over the subject.
