I live in Spain (Alicante). All South Americans over here (there are a lot) get called negro, the few I know from Uruguay are white and even they call black people Negro, nobody gets offended.

That partly why Suarez believed he had done nothing wrong, because its perfectly acceptable in South America to refer to black people as Negro.

However if you were to say Negro to an African person you would be deemed a racist.

I can't talk about Spain so much, although I did live there for a while and found a lot of Spaniards to be racist according to my tofu gobbling lefty standards. However where I live now (Brazil), it is completely acceptable to call someone negro, but disgusting to call someone black. They also like to believe that this means they don't have an issue with racism. Go figure.
