Yeh the biggest risk to this Bill is time. There are about 14 sitting weeks left till the November election.

But given the opposition support the Bill it will be plain sailing.

If an election happens before it is passed it falls entirely. And i doubt a new football regulator is going to be at the top of Labour's agenda for passing legislation when it comes in. When you've been out of power for 14 years you have more pressing demands on your legislative time.

The planning condition isn't the barrier people think it is, but it obviously adds a lot more risk for a purchaser who is trying to do something that is likely to attract significant local and political opposition (plus an inevitable 1-2 years worth of delays through the planning/appeal/possibly call-in process).

If sharing the facility 3/4 weeks a year during London NFL games (presumably) is the price to pay for keeping the club on its feet I wouldn't expect Wokingham Council to oppose a variation to it.

I would guess it comes down to the purpose of the clause.

Some of it it clearly so the land can't just be sold off for housing or some other large scale development.

In terms of local impact, it would make no difference if it was Reading or Wycombe players were training there, yet that scuppered the bid. Whether that was a case of the council objecting to the letter of the ruling not being followed, or just letting it be known they could make things awkward, remains to be seen.

If it was the former, then you'd think it'd also be difficult for it to be a part-time NFL training camp. If it's the latter, then it's possible, although you'd think they'd want to know before committing,

I am convinced that selling the training ground to Wycombe was one big ruse by Dai and the club, but who knows why.

The Wycombe owner intimated that himself and Earnshaw has just posted an article about it, in which a Wokingham Borough Councillor has said that they would probably not have turned down Wycombe’s request to use it.
