How can you be confident something 'may' happen.?

If you think about it, he's played a blinder there...... If you place Burman in India as your starting point, then just about any of the other supposedly interested parties (Oman, Ireland, USA, Uruguay, Israel/London) is to the west of that point, so could be referred to as 'a western consortium'.
