Surely if there was a deal in place for NO, it would be something which has already been agreed and therefore budgeted for, thus outside the need to sell players.
I'm reporting what Gomes said. He may of course be diplomatically paving the way for sales he knows are going to happen anyway.
But I think it's a perfectly valid situation. We borrow him from Norwich and they say "and you can buy him at £X as part of the deal". That isn't a commitment on our part to buy him. But if we want to, the price is already agreed.
