Still a provisional squad, gives the opportunity for MON and Keane to have a look. It's not like being called up for England, we're not overflowing with alternatives.
It may well be that Clement has taken a dislike to him rather than he's not training well, MON has made him captain before, he obviously rates him in general.

At the time, the signing made a lot of sense. He doesn't seem to be a 'bad apple' but then again, who knows what happened; some of the best leaders are also the ones who take being out the team the worst.
So... lets go out there and buy a midfielder!
