I think Derby getting nearly 30,000 every would give them a rather bigger budget than we'll have.
Derby also went down with a far better team than we did, thanks to their 21 point deduction.
They were better but only 5pts better on the pitch.

Reagardless, the fact that they probably have a much bigger budget than us, due to getting crowds twice the size, doesn't make them an obvious benchmark.

I'd give each new manager minimum 18 months, preferably two seasons, unless they're in failure / disaster territory after 20 games.
Even if they’re way off the goal first season, I think we need to give them time to learn and improve. Continuity and squad building is important. Even if your current man isn't going to get you there, they may at least build you a stable platform to push on and build from. We won't get that swapping every 9 - 12 months.
Defence should be pretty top notch for L1 depending on the keeper situation and whether we manage to hold onto two of Holmes, McIntyre and Mbengue.
Midfield needs a lot of work. This is our big weakness, but it's our weakness because it doesn't exist. Target our resources primarily here for 3 good CMs and a back up, and we should be comfortable, though expect it to take a while to settle.
Attack should be at least solid L1. Though definitely some recruitment required.
Most importantly we shouldn't panic with a slow start. We're going to need an entirely new midfield, with a new manager, on the downer of relegation. I'm mostly looking for a good end to the season rather than farting out limply like usual.

A) has no manager
B) is running low on players and so needs to go on on a big recruitment drive
C) is coming out of a long period of transfer restrictions, and so has no relevant recent pattern of transfer behaviour
Give it a few weeks and things might become clearer, but even as fans we probably won't get a good feel for how things are going to go until the pre-season friendlies at best. Possibly even not until we're a few games in to the season.
