If Khizanishvili plays - will we be in trouble?

Nicky Shorey is on a collision course with FIFA because he played for his third club this season when he made his Fulham debut against Portsmouth on Wednesday.

The world body are unhappy that English football continues to provide a loophole to avoid their transfer rules, which state that players can represent a maximum of two clubs in one season.

The former England full back played for Fulham after signing on loan from Aston Villa, following an earlier nine-game spell at Nottingham Forest. But Shorey and Fulham are backed by the FA, the Premier League and the Football League, all of whom classify his time at Forest as an emergency loan.

Asmir Begovic will also defy the three-club rule if he makes his Stoke debut against Blackburn tomorrow. The former Portsmouth goalkeeper went to Ipswich on an emergency loan earlier this season.

A FIFA spokesman said: ‘FIFA are concerned about the system of emergency loans in general and have approached the Football Association on various occasions in the past regarding this. FIFA will be contacting them again in order to obtain clarification with regard to this issue.

‘Generally speaking, and with regard to the application of the pertinent rule, ie. Article 5 Paragraph 3 of the Regulations on the Status and Transfer of Players, the regulation should be applied as stated.’

This rule dictates that a player can be registered with a maximum of three clubs during one season but can only play for two of them — with the sole exception of a move between clubs with overlapping seasons.

Emergency loans were introduced by the Football League to allow players to moveoutside of FIFA’s strict transfer windows and therefore help clubs avoid the expense of stockpiling larger squads.

An FA spokesman said: ‘Emergency loans don’t count when calculating the number of clubs a player has played for as he remains under contract to his parent club.’


As Khizanishvili has already played for Blackburn & Newcastle is he classed as an "emergency loan"???

Yes. Firstly, he is not an emergency loan as the deal was conducted during the official transfer window. Secondly, we are not a big club so expect the governing bodies to throw the book at us. 10 point deduction anyone?

Can we terminate his current loan and then re-loan him on an emergeny loan basis?

As things stand though all its saying is FIFA have a problem with it. I'n not sure they will involve themselves with points deductions (is there any precedent for this) . Might be a mandatory fine perhaps.

I'm sure there are people on her who can shed more light on this.

The FL and FA have sanctioned the move and FIFA have no jurisdiction on punishing the clubs in that situation. Only the FL can do that.

No we haven't.If anyone has it is the FL/FA for allowing the move - no transfer can happen without their agreement.

The 25-year-old has already appeared for Nottingham Forest and Brighton this season and cannot therefore play competitively for the Glovers.

The rules state than an individual may only play for two clubs in one season.

Davies, who first played at Huish Park between 2004 and 2007 became a free agent in September.

Why would they not have sanctioned the move - as it says above, there's nothing wrong with being registered to three teams in 1 season.

This is the article


3. Players may be registered with a maximum of three clubs during
one season. During this period, the player is only eligible to play
offi cial matches for two clubs. As an exception to this rule, a player
moving between two clubs belonging to associations with overlapping
seasons (i.e. start of the season in summer/autumn as opposed to
winter/spring) may be eligible to play in offi cial matches for a third
club during the relevant season, provided he has fully complied with
his contractual obligations towards his previous clubs. Equally, the
provisions relating to the registration periods (article 6) as well as to the
minimum length of a contract (article 18 paragraph 2) must be respected.



I find it a bit confusing though, because when talking about registrations and loans it makes no mention of players registration changing.

A player must be registered at an association to play for a club
as either a professional or an amateur in accordance with the
provisions of article 2. Only registered players are eligible to
participate in organised football. By the act of registering, a
player agrees to abide by the statutes and regulations of FIFA, the
confederations and the associations.
2. A player may only be registered with one club at a time



On loans


1. A professional may be loaned to another club on the basis of a written
agreement between him and the clubs concerned. Any such loan is
subject to the same rules as apply to the transfer of players, including
the provisions on training compensation and the solidarity mechanism.
2. Subject to article 5 paragraph 3, the minimum loan period shall be the
time between two registration periods.
3. The club that has accepted a player on a loan basis is not entitled to
transfer him to a third club without the written authorisation of the
club that released the player on loan and the player concerned.



This isn't clear, but I read it to mean that you the club you are registered for isn't changed when on loan. FIFA obviously disagree with the FA with regards to interpretation of this rule.

I would have thought the FA would be intelligent enough to realise that if you intend to loan a player you also intend to play them. If that is impossible they should block the transfer regardless of whether or not the registration is technically legal.

Doesn't make sense - there is nothing wrong with a registration transferring to a third club.

Basically they have stepped in and stopped him signing because they know that if they are signing him then they are going to play him. THey stopped this one so why didn't they stop ours?

As to why they haven't allowed his registration but told them they can't play him I can't answer.......

Temporary Loan Transfers
47.1 The temporary transfer of the registration of a Contract Player shall only be approved for a
defined period and is subject to the conditions of such temporary transfer being known to
the Player and approved by the Board prior to registration with the League.
Temporary loan transfers shall only be accepted on the prescribed form a copy of which
shall also be supplied to The Football Association. The provisions of Regulation 41 shall
not apply to such transfers.

All the bits wrong in the game and the idiots in FIFA get upset about players playing for more than 2 clubs in a season. So bloody well what, if it's helping clubs and players careers then its only a good thing and trying to argue otherwise is a clear case of restraint of trade.

The sooner Blatter and Platini scrap the idiot transfer window once and for all the better everyone in the game will be.

To be fair, the clubs employs a footballing secretary who looks after all this.... although a few seasons back West Ham's (I think) secretary failed to note that one player had been cup tied whilst on loan to Gillingham (I think) and they fielded an illegitimate player.


The worse thing about the transfer windows is the fact it turned Football Manager into a boring game, I used to love Champ Man 00-01 as I could rebuild my Reading team all the time. Buying and selling and scouting was the best bit.

Aren't temporary loans on a month by month basis, whereas a normal loan is either 3 months, 6 months or a whole season?
