After that everybody else goes into a ballot and those who were successful can buy tickets starting next Monday.

Just phoned the ticket office to ask whether any remaining tickets would go to General sale on Tuesday and was told that the FA are not allowing any tickets to go to General sale or to members without any points history.
That's different to the club not anticipating it going to General sale.
