I'm agreeing with you - club value is based upon future (PL) TV income. A club which the market doesn't have much confidence will be a permanent fixture in the PL has a much lower value.
I'm not surprised by Stockport - they are owned by their Supporters Trust, and not a rich man's plaything, so they put their supporters first. They also have sufficient capacity to allow them to do intellignet pricing like this.
