It's been traditional for decades for clubs to count season ticket holders whether they are there or not. It dates back to the days when crowds were virtually always pay on the day and they didn't have turnstiles linked to a computer. It meant that if you had a capacity of 20,000 and 2000 STHs, you had to always allow for the possibility of all 2000 STHs turning up, so you could only let in 18,000 through the other turnstiles, with STHs normally having their own turnstiles.
I think Burnley used to publish both tickets sold and actual attended for their games a few years ago, and to be honest, there wasn't a lot of difference usually.
