What's the clubs policy as regarding flags and banners being brought into the ground?

I think he meant flags to be placed on empty seats or at the back of the stand.

I remember the stewards not allowing 'TEAM BURBS AGAINST RACISM' banner.

Not sure why thought as this is a positive message.
