But FIFA shouldn't fine them, they should demand games behind closed doors.
You can then guarantee a more forceful approach from the Police.
Then you'd see some skulls cracked by nightsticks.
That would more or less nip it in the bud, on the whole, during the game.
If a game is played behind closed doors, why would they need police and whose skulls would they be cracking??

I think RB's point is that, if FIFA forced a team to play behind closed doors as a result of racist chanting, then the next few times the team played after that (i.e. with fans present), you'd see the police taking a more pro-active approach to stopping it, because the national associations would realise that FIFA did actually have a backbone and were willing to inflict suitable rather than just token punishments.
Of course, it all falls down somewhat because FIFA don't have any kind of backbone, and never will while Sepp Blatter and his corrupt cronies are in charge...
