Actually that's a general point, that countries with crap leagues, benefit from having players playing regularly in top leagues. So this rule will be to the benefit of countries with strong leagues and disadvantage countries with crap ones.
Yeah, spot on. France has a crap league. Before 1998, most of their players weren't all over Europe and therefore hadn't won the World Cup. Arsenal then suddenly start importing French players and they have the benefit of playing in our great league and they go on to win the World Cup.
