If Cisse wasn't there De Gea shouts for the ball and tidies up. Instead Evans is forced to make a decision and try to deal with the cross. If Cisse wasn't stood there Evans wouldn't have scored the own goal. Clear offside to anyone who understands the game .

My view is if you're not interfering with play you shouldn't be on the pitch.

Cisse was interfering. If he wasn't there it's unlikely Evans would have scored the own goal.
