I'd suggest it was back in the 80s and involved a game at Kenilworth Road, probably Luton's next scheduled home game AFTER Millwall visited in March 1985.

Winston Biscuit Was the lack of folk due to an unusual circumstance or just through lack of popularity?
Top 5 divs includes some pretty small teams. I am going to say somewhere just after it becoming one big league rather than regionalised as there will be some small team at one end of the country who has no fans going to the other end

From Despair To Where? Coventry City v Birmingham in the FA Cup 4th round 2019/20.
Coventry were groundsharing with Birmingham at the time.
Although having said that, I'm pretty sure Wimbledon and Palace were in the same division when they groundshared in the 90s, Likewise Charlton.
