A couple of thoughts

1. Wouldn't this simply mean that the richest clubs had a built in advantage that could effectively never be over come ? Chelsea only broke through because an individual was prepared to bankroll them, Wigan and Blackburn got where they are because individuals willingly spent a lot of their own money. This idea suggests that there is only one legitimate source of income... Would it not be better to restrict the degree that clubs are allowed to go into debt ?

2. It would make more sense to ensure football revenues are distributed more fairly to allow more clubs to compete financially

I can't help but feel that UEFA are doing this because they hate the thought of British clubs dominating Europe. If all this money was pouring into either the Spanish, Italian, French or German leagues do you think that UEFA would be to bothered? I can't recall UEFA getting to bothered about Real Madrid throwing money around like it was confeti a few seasons back.

That was because before Platini the man in charge was about as useful as a nipple on a dead man.
