Have they changed the rules this season? Away goals have never counted in League Cup game. That is strictly for Europe.

Away goals have always counted in the League Cup semis but only after extra time in the second leg (as opposed to after 90 minutes in Europe).

For instance, in the 2005 / 06 season:

League Cup semi final:

1st leg - Wigan 1 Arsenal 0
2nd leg - Arsenal 2 Wigan 1 (aet)

Wigan progressed to the final to play (and get stuffed by) Man Utd.
