This article would suggest that the tournament is in some doubt. Manchester United have already cancelled their trip to Malaysia for the same reason.

The tournament, due to be played between July 12 and July 21, is under threat after organisers of the Asia Cup, the region's international flagship tournament, which is taking place in Malaysia from July 7 to July 29, complained to FIFA.
Sepp Blatter, president of the world governing body, has advised that no tournaments or tours should take place in the Far East while the Asia Cup is being staged - a stance that would affect Liverpool, Fulham and Portsmouth, who have signed up for the Premier League's Asia Tour in Hong Kong, Reading, who have applied to enter the Peace Cup along with Wanderers, and Manchester United, who have arranged a lucrative tour."
