They certainly have sufficient to buy Leroy paricularly as they get a discount of 25% of the excess over £1m by virtue of the sell on clause. Their Chairman Steve Lansdown was reported this week as confirming that failure to gain promotion will not alter planned spending on players :-

Emotional Bristol City chairman Steve Lansdown has set his sights on a top-two finish next season.
Lansdown admitted the 1-0 Championship play-off final defeat to Hull City had reduced him to tears.
Now he is determined to fend off any Premier League clubs who try to swoop for his manager Gary Johnson - and build a side that can claim automatic promotion.
"We have got to see how we make sure that doesn't happen again," he said of the loss. "We have got to be in the top two next time or we come here and we bloody well win."
The City chief insisted the club's transfer plans would not change greatly because of the result.
"We know what we wanted to do whether we went up or not," he said.
"We are just going to have to strengthen the squad and keep building.

As for the fans the ones I know are like Royals fans in that they either love him or hate him.Most would see him as a good signing as lack of goals was their downfall this year.
Personally I hope we can keep him but I suspect that SC might want to get rid and what I hear locally is that given the right personal terms Leroy would
welcome a return to Ashton Gate.
