Dirk Gently IIRC last year it was about 2 weeks for Sky & Setanta (!) to make their PL choices, then about a week later than that until Sky announced their FL fixtures. Those were for matches upto the middle of December.
This year there may be differences because there are now different TV companies involved - I'll see what I can find out.

Possibly because it is a meaningful league where all the teams start with a realistic belief that they can win it (and where the top 4 are not predictable right now).

A moot point. Arsenal is a singular club and therefore the grammatically correct version is probably Arsenal IS on the decline; but common usage in UK English is to pluralise when describing clubs. It is very American to talk of a football club in the singular (Reading IS ..... )
