Robbie Keane was a life long Liverpool fan when he signed for them, now he's a life long Celtic fan. Wish he would make up his mind.

Work permits are review by panels (I think with at least 3 men) who assess if there is a valid reason for the non-EU player being bought as opposed to one of the thousands of players who don't need a work permit.
The panels are made up of ex-pro's, managers, and I think administrators who basically just make a judgement call on it (where the player doesn't meet the more factual requriements such as caps etc).
...or did you just mean that those two were racist and so no wonder a black lad didn't get approved?
