It still has to be ratified in court- and HMRC will almost certainly challange the £24m debt to them. It is perfectly lawful for them to impose penalties of 100%- if this penalty was not taken into account for the debts, then it is still hopeful that the judge will throw out the agreement.
It takes a certain mentality I suppose to continue to support a club who steals your money.

Question to Portsmouth poster: Why has there been no move from the "fantastic" (sic) fanbase to reclaim the Club (a la Wimbledon and FC United) from the cheats, charlatans and crooks that have been in charge in recent years?
Or is status more important than credibility?
So, some crooks take over Reading, steel, cheat and drag your name through the mud and what do you do? Run off and go and get another club and refuse to support the communities club even though the aforementioned have no affinity to said club?
Therein lies the difference between our two levels of support.
I would look to support a Club that reflects my community, my ideals, one that I can identify with and take pride in its achievements (regardless of what level it happens to compete at)
Whereas you appear to be desperate to a support a Club which has has gained from (allegedly) near criminal individuals in order to maintain your status. (I bet PFC fans won't come out in protest if Mr Dodgy Administrator finds a Gaydamak MkII to buy the club)
I may be unambitious but I know which scenario I would be happier with.
