The two projects are not inter-related. The Reading Station area works are all about capacity on the Great Western Main Line, involving significant changes to the railway infrastructure, whereas Green Park is a developer-financed station built alongside the existing route with no alterations to railway infrastructure required.
Presumably Green Park station is off the agenda until further notice, i.e. until such time as the housing market rises sufficiently to justify building the houses which the station is meant to serve.

Makes sense - it was only ever there to serve the houses, not the football. Reduce the number of houses and the justification goes away.
