Failing a medical doesn't mean the club won't sign the player if they still want to, it just means they know what they're getting and might have to pay more on the insurance or even take a gamble without them being insured.

Usually they won't sign them if a player fails with something serious of course because it's probably too big a gamble.

If the opening post was reported as a news item with Brian McDermot attributed as the source speaking to Sky Sports or whatever then would be obvious to those reading it that it was more than speculation and the doubters could go and check the sources theirselves.

Both football clubs have confirmed the fee has been agreed and terms with the player accepted, so this isn't a rumour.

Someone rightfully moved it to the Team Forum but then someone else moved it back here after the clubs confirmed the above.
