That design is due to the need to be as inconspicuous as possible - they're in a hollow in an AONB (is it now a national park?) so the stands have to be shallow so as to not dominate the landscape - similarly they can't use the same sort of sticky-up roof supports that we and many others have.
So Brighton have built a stadium they can't expand later if the demand is there?
Architecturally it's built for expansion - they would need to get planning permission for that, though. But that would probably be a damn sight easier than getting the permission for the stadium in the first place.
