He made his full England debut at 20 years of age.
Remember that Barry cost about £16million,Milner £26 million and Ashley young is due to go for about £20million so as a full international a few years younger than those three he has to be a bargain at whatever he cost,supposedly somewhere between £16-£20 million.
Mind you English players do command over-the-top fees but for big clubs like Liverpool they do have to take into account the impending rules regarding non home-grown players.
As you don't follow football much have you heard about the rule change?
BTW if you haven't followed football much you may not have heard that ,to use Ferguson's words,Barcelona gave Man Utd a hiding in the European Champs' League final-something that I can't remember ever happening to any English club before and frankly was so embarrassing that Man Utd (despite somehow winning our Premier League) are going out and buying a new team.

A gamble, we all know about the Carroll transfer, but on the face of it the squad has improved greatly, they now have more than one recognised striker, a proper winger, and lots of different options in midfield. Not sure it will come together this season, but in the grand scheme of things ^^^that spending >>>>>> a few million on 'the next Zidane' and a single big signing like Torres.

Liverpool were light years behind the top four last season, it fits with the clubs history and ethic that they've spent big on English talent that can mature, rather than 'doing a City/Chelsea' and buying whoever is making the news right now.
