How long have local councils had a remit to get involved in the ownership of football clubs in their patch?

The column on the left is just a comment from a contributor - so has no credibility whatsoever. I'd expect it to disappear soon.

The bit on the right is a real report - but the council have no jurisdiction over the owners so can't see what the point or relevance is.
