When people arrive they can buy a beer and also by some vouchers for their halftime beer, reducing the amount of cash being handled at half time and, possibley, speeding up the service

philM They could increase the staff without increasing the number of tills. There is usually a "fetcher" who passes the drink/food to the till, but there isn't a 1:1 coverage, so some tills have to wait for their fetcher to finish getting stuff for another till before they get theirs.

This is surely the obvious answer. Reduces queuing times as fewer cash transactions, and the catering staff get a great indication each game as to what to prepare before the 15 minute rush. It works incredibly well at the theatre with pre-ordering interval drinks.
Another option which may work, is if you cannot increase the number of till points in the stand why not place additional till points outside of the concourse? Perhals a little catering van or a couple of additional geezers with barrels on their backs walking around the smoking sections at half time, or you could even allow a couple of these guys inside the stadium selling soft drinks, would keep some people out of the concourse queues.
