That's right. Many were boarded up when I visited in about 2004.
They need to do something. Sounds like a positive step forward for the club. Will they be keeping the stands in place and just adding to them or completely starting from scratch? Anyone know?

The plan is to extend the existing stadium, so I'd expect Liverpool to be playing with three stands for a couple of seasons - it will be similar to when the Kop was knocked down and rebuilt around '94 or so.

The other rental properties the local housing association will receive a premium for and will be turned into a hotel. £6m is to be invested in the Anfield area for regeneration of other council owned properties not earmarked for demolition. A hotel in Anfield! Blimey, that is an ambitious project. Renting rooms by the hour could be the way forward there.
