It isn't like football, where you accumulate points over time ending in a final standing. It's more like chess, where if you win then you are better than your opponent.
In 1939 the table would reasonably look something like this:
France
Britain
Soviet Union
USA
Japan
(others)
Germany
Austria
China
Following the German/Austrian/Italian defeat of France and the managed retreat of the British from Dunkirk, the Germans (and their allies) jumped to #1. Then they got destroyed on the Eastern Front, and before the Russians forced Berlin to surrender, the British, the Canadians and their allies liberated Occupied France.
Warfare since that time leaves the Vietnamese in first place.

creative_username_1 I'd go for an ELO type rating system. We had an easy time knocking the colonials (including the Irish, Indians etc) about but struggled when it came to a tear up with Hitler, Napolean
