Maybe people just don't understand how these things work, but they clearly see no point in signing it.
Sadly part of the mentality of English supporters is that so many feel that their game has been taken away from them for so long and they are so disenfranchised that they don't think they can affect any change.

But there's something about the acceptance that "that's just the the way it is" and "there's nothing we can do about it" here that is wrong, if only people realised it.
