There's no source I could see to back up that quote, so it may well not be true.

It isn't true. The payments are there to help the club restructure. If anything, they become even more important if you bomb to League One inside that 4 years.

AL you can argue that the points deduction is the wrong way of doing it and it should be replaced with actual financial monitoring and controls put in from the FA and FL / PL instead. Until then you either apply the existing rules and punish the club and hope it's a deterrent, or you scrap them and ignore it completely and make there absolutely no consequences to anyone.

The fact is there is a penalty, so it should be applied correctly.

The chairman of the PST Ashley Brown admits relegation was "inevitable", after the Football League confirmed several months ago that Pompey faced another 10-point penalty when they came out of administration.
There has been some ambiguity as to when that penalty will be imposed, based on how competitive or otherwise the club are when they exit administration.
However, despite already being relegated, Brown believes the penalty will not be carried into next season.
"Relegation was inevitable," Brown told BBC Radio Solent. "We've been expecting it for quite a while.
"We knew the minus 10 points would be coming off so we've been relegated for a few weeks now.

"Our understanding and agreement with the Football League is that the 10-point deduction will be coming off this season regardless of the fact we are already relegated."
Brown added that it would be huge blow for the club to be hit with the penalty next season and said they would be in touch with the League in the coming days to clarify the situation.

"It would be devastating to have them taken off next season and have to start next season on minus 10," he added.

Presumably, if they're right and the points deduction counts this season, it's because the exit of Administration is considered to have happened when the deal was agreed in principle and put on hold until the result of the Court case.

Disgraceful decision. As someone said, they're still happy to pick up the parachute payments. It should have carried into next season. Now they'll buy their way back to L1 with what should be ease next season, and probably back to the Championship a lot sooner than they should do!

Can someone who lives a bit further away from Portsmouth than me please put in an appeal against this based on precedents surely? PFC can't dictate these terms to the FL, can they?
