Not quite. We don't have to build a new stadium to do that, just extend one we already have, which was designed with that at least partially in mind.
Also we averaged 99% of our capacity last year, to their 96%. And that's with about 5000 extra seats to sell. They did less well the season before. Obviously this is all paid for rather than turned up, it's pretty obvious a lot of season ticket holders didn't turn up to plenty of games last year from what I remember of the stadium.
We also averaged 2000 more than them the season they won the Championship and we finished 5th. They simply have a smaller fanbase than ours, a smaller catchment than ours and their competition for fans is far closer to their doorstep.
And we've got than fanbase off of (moderately) better recent success, but far less historical success as far as I'm aware. So I think if we can have a few successful PL seasons and maybe *gasp* win a trophy, we could potentially regularly break 30,000 at least whilst the success lasts.
We're not vastly bigger, but there is that small difference.

15 years ago people laughed at Reading building a 25,000 seater stadium. We've surpassed our traditional rivals so can attract people from those places and surrounding areas whereas QPR are in a City full of clubs that are a lot bigger than them who they are unlikely to surpass any time soon.

I suspect nowhere near all of it. In fairness, QPR have offloaded more than I expected them to, but whether it's enough remains to be seen.
