I don't think you're quite right on Heysel. The Authorities didn't make Liverpool fans charge the fence did they?
No they didn't, that's true. Thinking more along the lines of putting the two sets of fans on the same end as each other in a crumbling ramshackle stadium barely fit for purpose - but yes, I agree, it's different situation to the one that happened at Hillsborough.
Valley Parade was also a particular tragedy that wouldn't happen these days yet never gets played up anywhere near the same due to the now obvious fire hazard being somewhat overlooked by virtually all concerned - and yet it could be argued that it's similar in that no one really gave a flying one for spectator safety.
