I can't find his name or the name of his company (they sponsor police united) anywhere in English.

I don't doubt he's a millionaire, or even richer than Madejski, but is he a billionaire? It seems unlikely.

Could well be the front man for a richer backer. Billionaires probably have better things to do with their time than to fly to Reading to negotiate with a desperate old soak.
