Libertine I think both 2018 and 2022 should be relocated.
As far as 2018 goes I think it should be held somewhere in Europe, or the surrounding area, since the region is due to host one. So England, imho, would be a very good option (especially since it hasn't hosted one since '66). But if it is moved from Europe I do think that the US is a good option since, like England, it has more than enough venues in place to host it on short notice and without much fuss.
