Just phoned the ticket office to ask whether any remaining tickets would go to General sale on Tuesday and was told that the FA are not allowing any tickets to go to General sale or to members without any points history.
That's different to the club not anticipating it going to General sale.

That's not difficult to comply with. Just become a member and buy a ticket for a game this season. From Leicester, just pop up to the Rotherham or Deby games

I know it's not difficult and I am already a member.
The statement from the club was a bit misleading though.
