Whether the rules are 'legal' is one of the hing, but there is no dispute that QPR massively overspent and deliberately flouted the rules as they were understood at the time, and made no efforts to challenge them.
Are the other Championship clubs obliged to accept relegated sides or could they decline to accept QPR, perhaps offering their place to the team finishing 4th from bottom in the PL.

In the opposite direction does anyone know if a team that finishes in a promotion position is obliged to go up?
It may sound a bit daft but I think the Championship is a cracking division and those who go up can suffer longer term. The Prem is too money-focussed to the exclusion of all else. I half-jokingly said in 2006 that we should have elected to stay down. We had a much better case for staying down last promotion.

Wages reduced by just £700k but actually when you take into account Player Contract Amortisation and Loss on Player Trading the total costs actually rose by £2m+.
