CountryRoyal If that's the case how can he be in discussions with them about personal terms? Thought the two clubs had to agree a fee first.

Esteban Chances are, it'll come down to wages and whether he wants to play in the PL. I have no idea how much St. Etienne could pay in wages, but if it's similar to us, he may decide the exposure he'll get by playing in England will get him a move to the PL faster.
I'd say there's probably just as much chance of us signing him, as there is him going to St. Etienne or staying at Rapid, right now.

You're going on the fact that he wants to play in the Premier League - not every player wants that. Some just want to be part of a successful team, competing in the best competitions each season (ie Europe)
Tell you what, if we sign him i'll run on the pitch, at the next game i go to, and do a "pudding"
