No Fixed Abode No - you're just remembering the 80s and early 90s m8. If you look back in history from the early 1900's up to the 80's were regularly got average attendances in the region of 30,000 to 50,000.

Pre war Chelsea were getting average attendances of around the 30,000 mark. Sometimes lower, sometime much higher.
