To the naked eye that looks like the defenders knee is playing him on.
To make matters worse that wasn't even the cross from which they scored. I've not seen it yet but according to Durham and The Moose on TalkSport (I know, I know) it should've been seen as two different phases of play.

The Sheffield player’s hand is clearly in an offside position. This would then be consistent with the farcical disallowing of the Firmino goal last week.

Arms don't count, it has to be a body part you can score with.

I think that’s what Sutekh is, sarcastically, referencing
URZZZZ Can’t make my mind up about the City penalty decision today for the handball. I’d have thought it was the right decision because it touched Silva’s hand first irrespective of intention but I’m not sure if that only applies to goals or penalties too

Wouldn’t be surprised if the VAR thought that the defenders arm doesn’t count because you can’t score with it

Utterly farcical isn’t it. Liverpool and Sheffield lost out because attackers had hands in an offside position so at least that was consistent. Then along comes City v Chelsea and suddenly hands don’t count any more
Just scrap this farcical technology. We really don’t want 2 minutes wasted while officials look at things from different angles then get it wrong when they can do that instantly. At least with the latter method we can all be more acceptable of the human error.
