As you know - I've seriously no idea why you're doing this - the CPS make a determination as to whether someone's words or actions constitute racial aggravation, and then the courts determine that person's guilt or innocence. We don't need to accurately define which words are bad and which are not, because the determination of a racially aggravated crime is based on context as well as content, and an appraisal of the whole situation that occurred.

If you're asking though personally where one of us might draw the line, I'd say that, as is alleged, someone making unprovoked monkey noises at a black pundit would cross it. Throw them in prison.
