^THIS. OK you might have an issue once but after discovering the issue you damn well change things to protect yourself and your staff so it doesn't recur. In this case with the late payments, you open an account somewhere in the UK and transfer monies in to that so you are covered with a back up account from which to pay people thus giving yourself a month's grace to get the money over for the following month's payments. There should be no excuse for any club to get caught like this several times.
Re: the HMRC might that just relate to the PAYE owed due to the late payments? Easy enough to get rid of that charge by just paying what's due and, supposedly, the club have the money (though, knowing Reading, it's probably stuck in an account that only allows you to withdraw cash once a year or something).
