Sanguine Probably something obvious, but how does he get international clearance? I'm definitely missing something, but I thought you basically couldn't sign teenagers from outside Europe?

He's now 18, so I think he may be free to join under normal work permit rules.

Yeah, sorry I'm not being clear, my fault. I thought it was hard to sign young non-EEA players because of work permit rules on being established top-level internationals.

English clubs will be able to sign a specified number of players who do not meet the points requirements for work permits after the interior ministry approved new criteria for international player visas, the Football Association said on Wednesday.
The new Governing Body Endorsement (GBE) Criteria, effective from the opening of the transfer window on June 14th, will allow Premier League and Championship teams to sign up to four such players. League One and League Two teams will be able to sign two.

Looking it up, as his parents are New Zealand citizens, they should have the right to abode in the UK which would extend to him, which would mean he has the right to live and work in the UK.
