Would be surprised if the game was called off due to us having a lack of players - as we don't have a significantly smaller squad than last season. The U21 game against Didcot seems to still be going ahead and that's on the same day as the first team friendly against QPR.
I don't know when the U21 season starts. Could there be a fixture clash with a competitive U21 game?

Royals and Racers Interesting article i stumbled across - looks as if the International cup is increasing from 12 to 16 PL 2 clubs for 2024/5
I just hope that the Royals meet the criteria for the competition.
UEFA has received the request for the authorisation of an international club competition called the Premier League International Cup 2024/25, with the following main features:
Organiser: Premier League (England)
Participating teams: 16 English Premier League 2 teams + 16 international teams (outside England)
Format: Group stage + knockout
Dates: Matches played from August 2024 until May 2025
Location: England (Cities where stadiums of participating English clubs are located or neutral venues in England)
Players’ eligibility criteria: Players in age groups U16 – U21 in principle, but up to 1 GK and 3 outfield players above this age limit (with no maximum age) are permitted on the match sheet
History: This international club competition was first organised in the 2014/15 season, and has since taken place every year (with some variations to the format) with the exception of the 2020/21 season. The purpose of the Cup is primarily to give international club competition experience to young players, including those from clubs which do not regularly qualify for such international club competitions.
The last two editions of this competition have been approved in accordance with the UEFA Authorisation Rules governing International Club Competitions (Edition 2022).
Interested parties may submit any statement in relation to this authorisation request, by sending an email to uema@uefa.ch. Given that this request concerns a well-known competition which has taken place for several years already, the deadline for interested parties to submit any statements runs until 17 May 2024 at 17:00 CET.

Well given Reading U21s finished 7th and did really well in the play offs I would expect them to be playing in the competition unless the thing currently going on in the background dictates otherwise.
