It's a stupid decision, as a lot of these are. I don't know what Leicester are expecting this season; they're doing about as well as could be expected for a new manager coming in at a newly promoted side. They don't seem to have spent a lot, in Premier League terms, either - given they also sold Dewsbury-Hall to Chelsea for £30m.
The only disappointing results would be drawing their games against Palace; Everton and Ipswich, based on how sides have started the season. They'd obviously be upset about losing to Forest.

They've even got Cesare Casadei sitting in their first team squad, who looked like he'd become a good Premier League player; I doubt he'll get opportunities to improve whilst sat in the Chelsea's reserves and making the odd appearance in random cup competitions. At 21, he needs to be playing regular football. Seems like a total waste, but I'm sure it's very comfortable.

If they didn't have that mentality and level of self-belief they'd probably not have got to where they are already, so it's just an extension of that mindset for them.
I was once told by a pro that one of the dreads they all have is looking back at the end of their career and thinking : "What might have happened if I hadn't turned down that big move?"

Get that completely, no player is likely to ever turn down a big club move, just feel that Chelsea could do a bit better than just buy anyone who looks even vaguely promising just stick so many of them into a loan loop before eventually spitting them to the lower divisions out 5 years later.
