This is really bizarre. If Noel says we are likely to sell players in January, why would the owners block Selles from buying?
Seems that they would only care about getting the highest price they can so eliminating one potential buyer really makes no sense.
Cant believe they give a fortune cookie about optics.

A club can refuse to sell a player to anyone without putting a clause in a contract.

Biscuit goalie So! Think about this, they might like playing under Ruben but playing for Hull at the moment would be like last season as it would be a relegation battle. Staying here might mean a promotion (as things stand) and crossing over with Hull be relegated, it just not make sense to go there.
